Thermals are designed to provide a layer of breathable insulation that helps the air wick moisture from the garment, because of this they are not as warm as a wetsuit bottom, which is a superb insulator - but unless you're constantly in and out of the water (think surfing, swimming, kayaking, falling off the sup) then you might not need that level of insulation.
