Mens Wetsuit Shorts are short legged bottoms made from Neoprene (wetsuit material - more info) that give unbridled thermal retention on, under and around water.  Shorts can be hard to find these days and realistically their applications are few but if you're after wetty shorts then there's nothing else that will do. 

Neoprene is one of the great insulators and will keep your lowers very toasty and are a great option when serious layering is required. However, if you're a diver, you don't want the buoyancy so people will tend to lean towards thermals.
