Rashies are a highly flexible, lightweight and breathable garment that divers tend to opt for in warmer conditions when neoprene can feel like overkill. Their lycra/spandex material doesn't provide any thermal retention but does prevent sunburn and can help protect from stingers. Compared to neoprene wetsuits, rashies feel much more flexible and your movement isn't restricted which is always a plus.
The great thing about rashies is that they're generally transferrable between sports. The material works in the same way, and it really just comes down to your preference of fitting style and factors like stitching or unique material qualities. But ultimately something you use for freediving could just as easily be used scuba diving or surfing.
