Thermals provide protection from the sun, rashing and rubbing while swimming and surfing as well as moderate thermal protection without restricting movement. Thermals are thicker and warmer then a rashie but are breathable, more flexible and thinner then a wetsuit - in terms of touch and feel, poly-fleece thermals are a bit like tracksuit pants but with a water-resistant lycra outer layer and much more stretch. With breathability comes versatility because, unlike a neoprene, you can wear swim thermals on craft or on land without getting hot.
Thermals are designed to provide a layer of breathable insulation that helps the air wick moisture from the garment, because of this they are not as warm as a wetsuit, which is a superb insulator - but unless you're constantly in and out of the water (think surfing, swimming, kayaking, falling off the sup) then you might not need that level of insulation.
